This article takes a close look at the Giorgio Agamben’s argument that the governmental machine of the Western world for two millennia has consisted of two poles of sovereignty and government, as an attempt to track down the beginning of the public administration. With its aim of refuting the traditional assertion regarding the dichotomy of politics and public administration, this study considers Agamben’s economic theology as providing us with a fresh perspective that can both broaden and deepen the research on the origin of public administration. Specifically, power operates as a bipolar machine, it articulates the transcendent pole of sovereignty and the immanent pole of administration, kingdom and government, auctoritas and potestas, political theology and economic theology. This is the structure of what Agamben calls the governmental machine. In this article, I reconstruct Agamben’s archaeology of economic theology as developed in The Kingdom and the Glory, tracing the signature of secularization to explain the overwhelming domination of the public administration and the operations of the governmental machine. I focus on the paradigm of oikonomia and its implications for the understanding of the articulation between sovereignty and governmentality. I conclude the article by indicating that Agamben’s account of the bipolar machine of power can easily face the dilemma coming out of his methodology of presuppositional argument. In other word, for Agamben there is no way out of the myth, “the king reigns, but does not govern,”

This study aims to discuss Akira Tamura’s thought on the government of citizens. In particular, this study analyses its characteristics and implications by comparing it with a contemporary theory of new public governance (NPG). NPG puts emphasis on devolution and autonomous governance unit, pluralistic service systems for creating public values, and active civic engagement. In addition, this study is the first one to shed light on his thought in South Korean discourse of public governance. As results, the characteristics of his thought on the government of citizens are summarized as follows. First, regarding the formation of governance unit, he has asserted that, in addition to a formal administrative territory and systems, an inner awareness of member citizens is most important. Secondly, pluralistic mechanism and collaboration is necessary for the effective public service provision. However, it is more important to promote an integrity of services, regional own strengthens and attractive points, and future-oriented consciousness. Thirdly, he has suggested an inclusive category and autonomy of citizens which include activists, public officials, private companies, experts, future generations, non-participating citizens etc. He has presented a view of restoration of human dignity as a fundamental goal of urban governance as well as motivation of civic engagement.

Based on the theory of ‘MSF(Multiple Stream Framework)’, this study proposed an analysis framework called ‘SSF(Social-Dialogue Stream Framework)’ and Social dialogue process with Labor-Management-Government after the Announcement of Democratization (June 29, 1987). The ‘SSF’ consists of a process in which politics stream and problems･alternative stream are combined to open a window of social dialogue, and outputs are produced according to the activities of policy entrepreneur. Each process was analyzed by dividing the time into six steps. As a result of analysis, the political stream showed a tendency to increase the interest in social dialogue as the democratic political stream strengthened from the Announcement of Democratization, and in the problems and alternative stream, the trend out of the strengthened labor-management leadership on behalf of government leading framework. In the period of analysis, the Federation of Korean Trade Unions and the Korea Enterprises Federation played an important role at policy entrepreneur represented the labor and management sectors, and most of the social dialogue windows were used non-institutional frameworks instead of institutional frameworks. The final output appeared as a developed form of social dialogue through legislation and revision, and confirmed that it was relatively active in the progressive government.

This paper explores and evaluates the evolution of energy governance for energy transition in Korea by focusing on national long-term energy planning since 1997 and on its potential impact on the long-term goals of the shares of nuclear energy and renewable energy in energy mix set by those plans. While governance for national long-term energy planning in Korea seems to have been democratized, energy governance has been very politicized and strategic according to political ideologies of administrations in ways to change or select decision-making venues and members of the participants. Such strategic political factors for governance seem to be instrumental in explaining fluctuations of the energy mix in various national long-term energy planning since 1997. Collaborative governance mode was adopted for energy governance during participatory government early 2000s but in vain. And, in general, Korean evolution of energy governance can be explained relatively well with conflict expansion mode rather than energy democratization mode that appears in European countries. Korean model of energy governance may have problematic consequences of lingering animosity and distrust among stakeholders and policy uncertainties that may affect firm’s investment decision negatively.

Social controversy is recurring in Korea over the introduction of innovative mobility services. It is necessary to establish governance that protects the public while keeping up with changing technology and market environments. This study attempts to derive institutional improvements in the governance of transportation in Korea by analyzing the process of introducing Uber in Korea. To this end, the hierarchy of system decisions was divided into action, constitutional choice, and, collective choice by the institutional analysis and development framework. And the scope of openness, participation, and transparency for each actor at each level was divided through a three-dimensional democratic coordinate system. With this framework of analysis, the study seeks to show that Korea’s regional for-hired vehicle transport governance is hierarchical governance to identify the problems of traffic governance that hinder innovation and create social conflicts. In the process, it was confirmed that Korea’s mobility governance was virtually nominal. However, a formal network existed or was equipped, as pointed out in other studies of Korea’s public governance. Also, new market participants were not officially allowed to participate in the Co-Govern as well as in the Advise/Consult process. This is because there is no the Intervene system to assert that they are market stakeholders and raise the need to participate in the governance. Therefore stakeholders could participate in informal ways. It has been confirmed that the use of these informal networks has caused problems of transparency.

The purpose of this study is to suggest the necessity and direction of large-scale national balanced development projects. To do this, look closely at the national balanced development project, which is being promoted under the National Balanced Development Special Act, and the special account for national balanced development. Then make detailed comments on the imbalance between regions of the economy and the population that is getting worse despite the planning, implementation, assessment, and feedback of the national balanced development project. As the economic and population imbalance between the metropolitan area and the non-metropolitan area is increasing day by day, a large-scale national balanced development project is needed to solve this. The current large-scale national balanced development project should not simply end with an appropriate budget division for each region, as a significant portion of the special account for national balanced development is transferred from the central government to local government through fiscal decentralization. In order to achieve balanced development in a true sense from a longer-term and macroscopic perspective at the national level, considering the regional economy and population, it is necessary to re-establish the direction of large-scale national balanced project.

This study analyzed the process of participation in making Urban Sustainable Development Goals(SDGs) in Seoul and Suwon by applying the theory of path dependence. The participation process in making urban SDGs was divided into a path setting stage and a path reinforcement stage. In the path setting stage, the critical phase and institutional inertia were analyzed, and in the path reinforcement stage, the direction of institutional change was analyzed as path setting factors, focusing on the composition of participants and communication methods. From the theory of path dependence, it was found that the design and operation of the participation process in the policy process had an important influence on the path setting stage. Therefore, the policy implication is that it is necessary to design and operate the participation process in accordance with the goal and direction of the participation process, such as the composition of the participants, the role of the participants, and the communication method at the path setting stage.

The aim of this paper is to explore the impact of government funding on the organizational performance of social enterprises in Korea. Using data of the Korea Social Enterprise Promotion Agency in 2018, both the impact of the size of government funds and the proportion of government funds were investigated. The findings from a bootstrapping regression model show that the greater the amount of government funding, the more positive the economic performance of social enterprises. However, financial publicness(proportion of funding from government) has a negative relationship with the economic performance of social enterprises. On the other hand, the size of government financial support showed no relationship with the social performance of social enterprises, while financial publicness has a positive relationship with the amount of social service.

This study set out to examine the research trends of welfare administration for the last 15 years throughout content analysis and topic modeling analysis and propose future research directions and implications. The investigator examined all the domestic papers about welfare administration published and identified 474 papers. The major analysis results were as follows: first, the content analysis results show that more quantitative studies were performed than qualitative studies in terms of research methods, and domestic studies were performed the most in the study area, and more independent studies were performed than joint studies.; secondly, the frequency analysis results of keywords show that the top keywords include social workers, job satisfaction, social service, public social workers, public administration, social enterprise, organizational commitment, community welfare centers, social welfare organizations, social work, case management, welfare administration, burnout, qualitative research, volunteering, turnover intention, NPO, mediating effects, and emotional labor.; and finally, the study examined the relative importance of 13 topics identified after topic modeling analysis and found the greatest importance placed on job attitude and organizational behavior, which was followed by management of social welfare organizations, job stress and burnout, development and validation of scales, elderly welfare, case management practice, social service, volunteering and donation, achievements of social enterprises, community welfare, job performance experiences of practitioners, new public management and policy implementation, and employment promotion programs for the elderly in that order. Based on these findings, the study provided implications for research of welfare administration.

This study examined the effects of R&D activities(cost, organization, collaboration), the characteristics of companies, government financial support, and a technological gap with Japan’s one on the success of technological innovation in small and medium-sized manufacturing industries of materials and components, and equipments. In particular, the moderating effects between the level of the technological gap with Japan’s technology and the use of the government’s support for innovation are examined to derive future policy implications with considering the current characteristics of Korea’s manufacturing of materials, components and equipments. This study used the data on the actual state of technology for small and medium-sized enterprises (SMEs) collected by the Ministry of SMEs and Startups in 2019, and 2,425 SMEs in manufacturers of materials, components and equipments sectors were used for analysis. The analysis results are as follows. First, the innovation activities of each enterprise that affect the success of innovation consisted of the scale of R&D expenditure, the type of organization dedicated to R&D, and the type of R&D partners subject to the policy of win-win cooperation. Among the technological innovation activities, 286% of R&D TF teams, 260% of research institutes affiliated with companies, and 165% of departments dedicated to regular innovation were more likely than those without dedicated organizations. The probability of SMEs collaborating with large companies succeeding in technological innovation was 10.6 times higher than that of ordinary SMEs. However, SMEs selected as cooperative partners for innovation with large enterprises need to be paid attention to statistical analysis because there is the possibility that their original innovation or technological capabilities may be higher than those of ordinary SMEs. Interestingly, companies with large technological gaps with Japan’s were more likely to succeed in technological innovation than SMEs with small technological gaps or ahead of technological competitiveness. These results may be explained in terms of technology pursuit or imitation because the definition of innovation is ‘newness’ to individual companies. In terms of the use of the government’s financial support for technological innovation, the success rate of SMEs that received funding at the planning stage (162%) and the development stage (226%) was higher than SMEs that did not. On the benefits of funding policies and the moderating effects of the technological gap with Japan, it was confirmed that they had a positive impact on the success of technological innovation during the planning stage.

This study exploratively analyzes the effects of various policy actors’ factors on the effectiveness of ODA’s policy Implementation and the moderating effects of political factors and environmental factors in their relationships. As the results of the analysis, discussions on international community issues had a positive effect on the effectiveness of ODA’s policy Implementation, and recognition of the fact of providing ODA had a positive effect on poverty eradication and economic development in developing countries. Second, the fairness of government policy and the support of private and civil society’s participation in ODA had positive effects on the effectiveness of ODA’s policy Implementation. The transparency of budget operation and the level of support for the poor had positive effects on the effectiveness of ODA’s policy Implementation. The policy implications are as follows: First, It is necessary to promote ODA, and to organize educational programs and open discussions. Second, government should increase public trust and provide opportunities for citizen participation through fair policy implementation. Third, it is desirable to increase the transparency of the budget, the systematization of aid targets determination and project selection, and the rationality of resource management activities.

Based on the analysis of the actual state of local government investing-funding affiliates(LGIFAs) in Korea, this study suggested some measures related to the establishment of LGIFAs. The results of this paper shows, although the government enacted the Act on the Establishment and Operation of Local Government Investing-Funding affiliates in September 2014 to streamline the establishment, management, and operation of LGIFAs, the number of them has continued to increase, and we can find many cases of non-compliance with the relevant regulations. These mean that there is room for improvements concerning the establishment and operation of LGIFAs. In this study, we emphasized that compliance with the regulations concerning the establishment of LGIFAs, the readjustment of the relevant acts, the feasibility study system, the composition and operation of LGIFAs’ review committees, the utilization of Local Government Joint Evaluation system, the promotion of hybrid organizations and the streamling of similar agencies, and the dissolution and merger requirements for insolvent LGIFAs should be tightened. The results of this study are expected to be of much practical help in the lack of institutional stability not long after the Act was enacted. In addition, it is expected to trigger academic interests in LGIFAs at a time when the number of LGIFAs continues to increase.
